Pune: IT/ITES companies to open, Pimpri Chinchwad Police Issue Order for Do’s and Don’ts During Lockdown 3

Pimpri, May 4, 2020: Pimpri Chinchwad Police Commissioner Sandeep Bishnoi yesterday night issued order prohibitory orders under Section 144 of CrPC regarding Do’s and Don’ts during the lockdown in PCMC areas as well as villages and municipal councils under its jurisdiction.

All areas under Dehuroad Cantonment Board and 21 places under the Pimpri Chinchwad Municipal Corporation (PCMC) have been declared as containment zones. Therefore, curfew restrictions will remain the same there till May 17. People will not be allowed entry except those involved in the supply of essential services. Also, no citizen will be allowed to move out of these areas.

Outside the containment zones, all malls, shopping complexes will remain closed except for shops there selling essential commodities. Only single shops, including wine shops, will be allowed to open on public roads, residential colonies, residential complexes. However, if there are more than 5 shops on a road/lane, then only 5 non-essential commodities shops will be allowed to open by the PCMC.

All essential commodities shops will remain functional. All shops will be allowed to open from 10 am to 4 pm in urban areas. In rural areas, shops can remain open from 7 am to 7 pm. People have to wear a mask if they are outside their homes. All religious places, offices (except those permitted), educational institutions etc will remain closed. Sale of vegetables, fruits, chicken, mutton, will continue as allowed by the PCMC during the curfew.

The new guidelines also prescribe certain measures for well being and safety of persons. Hence, the movement of individuals, for all non-essential activities, shall remain strictly prohibited between 7 pm to 7 am. In all zones, persons above 65 years of age, persons with co-morbidities, pregnant women, and children below the age of 10 years, shall stay at home, except for meeting essential requirements and for health purposes. Out-Patient Departments (OPDs) and Medical clinics are permitted to operate, with social distancing norms and other safety precautions; however, these will not be permitted within the Containment Zones. Not more than 20 persons are allowed to attend the funeral.

Outside the Containment Zones, certain activities are prohibited in addition to those prohibited throughout the country. These are: plying of cycle rickshaws and auto-rickshaws; running of taxis and cab aggregators; intra-district and inter-district plying of buses; and, barbershops, spas and salons.

Certain other activities have been allowed in the Red Zones with restrictions. Movement of individuals and vehicles is allowed only for permitted activities, with a maximum of 2 persons (besides the driver) in four-wheeler vehicles, and with no pillion rider in the case of two-wheelers.

Industrial establishments in urban areas, viz., Special Economic Zones (SEZs), Export Oriented Units (EOUs), industrial estates and industrial townships with access control have been permitted. The other industrial activities permitted are manufacturing units of essential goods, including drugs, pharmaceuticals, medical devices, their raw material and intermediates; production units, which require continuous process, and their supply chain; manufacturing of IT hardware; jute industry with staggered shifts and social distancing; and, manufacturing units of packaging material. In rural (village) areas all industrial activities have been allowed. A dedicated vehicle should be used to ferry employees, workers.

Construction activities in urban areas have been limited to in-situ construction (where workers are available on site and no workers are required to be brought in from outside) and construction of renewable energy projects. All construction activities are allowed in rural areas. E-Commerce activities, in the Red Zones, are permitted only in respect of essential goods.

Private offices including IT/ITES can operate with up to 33% strength as per requirement, with the remaining persons working from home. Most of the IT/ITES companies are located in Hinjawadi. The companies should use a  dedicated vehicle should be used to ferry employees, workers. All industrial units, companies, construction sites have to take permission for employees from the local police station/District Collector office.
