Pune: More than Rs 3,900 crores of expenditure unaccounted for in Pimpri-Chinchwad Municipal Corporation

Pimpri, 7th April 2023: It has come to light that accounting files worth crores of rupees have disappeared from the Pimpri-Chinchwad Municipal Corporation (PCMC). It has been revealed through right to information (RTI) that there is no record of expenditure of Rs 3,915 crore 82 lakh 94 thousand 654 with the municipality. There is a demand for an inquiry into this matter through Anti Corruption Bureau (ACB).
The information was sought from the Accounts Department of the Municipal Corporation under the Right to Information. More than 11,000 objections have been registered during the audit of the Accounts Department. Documents amounting to more than Rs 2,500 crores have not been made available for inspection.
On this serious matter, the Accounts Department and the Commissioner have not taken immediate action against the concerned department or filed any case related to it. So, the detailed information regarding that, as well as the related information regarding the penalty imposed on the departments, is pending. Also, state audit for previous years is pending. Social activist Vijay Patil sought information from the audit period from 2000 to 2022.
Patil said that from 1982 to 2017, the audit of the Municipal Corporation has been completed, and the department has given a detailed report up to 2015 to the Commissioner. There are a total of 135 departments in the Municipal Corporation, and to date, only 33 departments have submitted details of works, registers, bills, detailed resolutions, and tenders to the Accounts Department. 102 departments have not yet submitted the expenditure details for audit.
Many documents and records of 33 departments have not been checked, and a large amount has been kept under objection. As 102 departments have not made any documents available for audit, more than Rs 12,000 crores are likely to be pending.
The number of objections pending in 33 departments of the Accounts Department to date is 42,281. The old pending objection amount is Rs. 38,57,46,226. The total pending objection amount is Rs. 387,22,12,114. The amount directly recoverable is Rs. 107,93,04,000.
Patil said that the pending amount for which records are not available is nearly Rs 4,000 crores. PCMC administration should verify the objections and take criminal action against the guilty officers.
He also demanded the help of the ACB department of the police department for a thorough investigation of the matter.
