Pune Municipal Corporation Streamlines TDR Approval Process; Files to Be Cleared Within 90 Days
Pune, 18th October 2025: The Pune Municipal Corporation (PMC) has announced a major overhaul of the Transferable Development Rights (TDR) approval process, aiming to reduce delays and increase transparency. Commissioner Naval Kishore Ram has issued orders mandating that all TDR files be approved within 90 days, starting from November 1.
Previously, the TDR process could take up to two years, as applicants were required to submit around 40 documents, and proposals had to pass through multiple departments including Construction, Legal, Property Management, Additional Commissioner’s Office, and Vigilance before final approval. Even when proposals were correct, approvals were often delayed due to lack of transparency and complex verification procedures.
“The TDR process was unnecessarily complicated, creating hurdles for construction professionals, architects, and landowners. We have now reduced the required documents from 40 to 20 and made it mandatory to provide a correct decision on each file within 90 days. Every file will be reviewed every seven days, and applicants will be informed promptly if there are any deficiencies,” said Commissioner Naval Kishore Ram.
Under the new system, if a file remains pending beyond 90 days, it must be resolved within the next 30 days, with officers required to explain the delay to the Additional Commissioner. A dedicated TDR cell within the Construction Department will oversee the process, and the TDR portal will be made accessible online to increase transparency.
Additionally, old pending proposals will be reviewed to ensure early disposal, and changes will be made to the online system to reject inappropriate or incomplete files. The administration has urged landowners to acquire TDR or Floor Space Index (FSI) while planning developments, in line with the city’s development plan.
The move comes after city MLAs criticized the Municipal Corporation in the Legislative Assembly for the lengthy and opaque TDR approval process and demanded reforms. Officials say the new streamlined process is expected to significantly reduce delays and simplify approvals for applicants.
