Pune to Be Developed as a $280 Billion ‘Growth Hub’: CM Devendra Fadnavis Unveils Comprehensive Roadmap

Pune, 11th January 2026: Chief Minister Devendra Fadnavis on Sunday outlined an ambitious development vision to transform Pune into a $280 billion “Pune Growth Hub,” positioning the city as the key economic engine of Maharashtra.
Speaking at the ‘Samvad Punekaranshi’ programme held in the backdrop of the Pune Municipal Corporation elections, Fadnavis said Pune’s current contribution of $78 billion to the state’s $580 billion GDP will be scaled up through integrated and planned growth.
“Pune is not just a city, it is the growth engine of Maharashtra. Keeping in mind its expansion, opportunities and rapid urbanisation, Pune, Pimpri-Chinchwad and the PMRDA region will be developed in an integrated manner,” the Chief Minister said.
Union Minister of State Murlidhar Mohol, ministers Chandrakant Patil and Madhuri Misal, BJP state general secretary Rajesh Pande and city president Dheeraj Ghate were present at the event. Actor Girija Oak moderated the interaction with the Chief Minister.
Taking a political swipe at the opposition, Fadnavis said elections cannot be won on the strength of freebie announcements alone. “Work speaks louder than words,” he remarked, indirectly criticising promises such as free air travel and free tickets. He clarified that the BJP has not entered into alliances with Shiv Sena or the Nationalist Congress Party in Pune and Pimpri-Chinchwad, and that restraint agreed upon earlier was being tested by opponents.
On public transport, the Chief Minister said the Metro project is a joint initiative of the Centre and the state, with fare decisions taken by a fare fixation committee. “Punekars do not want free services; they want quality Metro and bus services and are willing to pay a reasonable fare,” he said. He noted that while the Nagpur Metro faced fewer hurdles, Pune Metro encountered delays due to opposition, including a stay on work in the Aarey area, which led to a three-year delay and an additional cost of around ₹10,000 crore.
Highlighting traffic challenges, Fadnavis said Pune spans 500 sq km but has only nine percent road coverage, with 32 major roads carrying nearly two-and-a-half times their capacity. To address this, the city is developing 56 km of underground roads and 23 flyovers at an estimated cost of ₹32,000 crore. A 100 km Metro network is under construction, and a single-ticket system for Metro and PMPML buses will be introduced.
The fleet of electric buses will be expanded from 1,000 to 5,000 to ensure end-to-end connectivity. He expressed confidence that the Pune Ring Road project would reduce traffic congestion by nearly 40 percent.
On water supply, Fadnavis said the issue is not excessive consumption but nearly 40 percent leakage. He informed that 60 percent of the equal water supply scheme has been completed, which will replace old pipelines and improve accountability in distribution. Future plans include wastewater reuse and identifying new natural water sources to meet the needs of a growing population.
Clarifying the government’s stand on Pune’s hills, the Chief Minister said no hills would be destroyed. “Encroachments will be removed and rehabilitated. Due to the absence of a clear policy in the BDP zone, nearly 30 percent encroachments have taken place,” he said, adding that a committee of experts is in the final stages of submitting its report to ensure 100 percent protection of hills and biodiversity while pursuing sustainable development.
Addressing concerns over criminal elements in politics, Fadnavis issued a strong warning. “Even if a criminal gets elected, their place will not be in the civic body but in jail. As Home Minister, I will not rest until Pune’s criminal networks are dismantled,” he said, cautioning against giving tickets to criminals or their relatives.
Reflecting on leadership and ticket distribution, the Chief Minister acknowledged that winnability often takes precedence over loyalty in present-day politics, which can lead to discontent among workers. However, he said his effort remains to carry everyone forward. “A good leader is one who thinks 20 years ahead, inspires people and brings them together,” Fadnavis added.
The event highlighted the BJP’s development-focused narrative for Pune, with infrastructure, mobility, water management, environmental protection and law and order emerging as central themes ahead of the civic elections.
