Relief For Students As State Reverts Changes To In-House Quota Rules For Class 11 Admissions

Mumbai, 31st May 2025: Maharashtra State Board of Secondary and Higher Secondary Education (MSBSHSE) has rolled back a recently introduced change to the in-house (institutional) quota rules for Class 11 admissions, offering relief to thousands of students and parents across the state.
As per the revised decision, even if a school and its junior college under the same educational institution are located at different sites, students passing out from the school will still be eligible for admission to the junior college under the in-house quota. This quota will account for 10% of the total seats in the online admission process.
Earlier this year, the State Government had introduced a controversial change stating that the in-house quota would only apply if the school and junior college were on the same campus. This rule had triggered strong reactions from students, parents, and educational institutions, especially in urban areas like Pune, where schools and their affiliated junior colleges often function from separate locations.
The government’s change meant students would lose their in-house admission preference despite studying in the same institution’s school, simply because the junior college was situated elsewhere. Concerned parents, MLAs from Pune, and various educational organizations submitted formal appeals to School Education Minister Dada Bhuse and Director of Secondary and Higher Secondary Education Dr. Mahesh Palkar, urging a reconsideration of the rule.
Responding to the widespread opposition, the Education Department has now reinstated the earlier policy. “If a secondary school and its corresponding junior college operate under the same institution but are located at different places, a 10% in-house quota will still apply for Class 11 admissions through the online process,” clarified Dr. Mahesh Palkar.
