HSRP Enforcement Begins in Pune; 69 Vehicles Penalised on First Day After Deadline Ends
Pune, 3rd July 2026: The Pune Regional Transport Office (RTO) has launched enforcement against vehicles without High Security Registration Plates (HSRP) after the sixth and final deadline for installation expired on June 30. On the first day of the drive, 69 vehicles across the Pune region were penalised for failing to comply with the mandatory requirement.
The enforcement is being carried out by the flying squad of the Pune Regional Transport Office under the provisions of the Motor Vehicles Act. Officials said the drive will continue across the region to ensure that all eligible vehicles are fitted with HSRP number plates.
Along with imposing penalties, the Transport Department has suspended several vehicle-related services for non-compliant vehicles. These include transfer of ownership, addition or removal of hypothecation, re-registration, approval for vehicle modifications and permit renewals. However, the department has clarified that vehicle owners who registered for HSRP through the official portal on or before June 30 and obtained an installation appointment will not face immediate penal action.
According to the Pune Regional Transport Office, 946,314 vehicles have already been fitted with HSRP number plates. A total of 1,157,000 vehicle owners have applied for installation, while 1,148,543 applicants have received appointment slots.
Officials said nearly 2.428 million vehicles registered in the Pune region before April 1, 2019, are required to install High Security Registration Plates. Vehicles registered on or after April 1, 2019, are already equipped with HSRP by manufacturers before delivery.
Despite receiving six deadline extensions—April 30, June 30, August 15, November 30, December 31 and finally June 30—many vehicle owners have yet to comply with the mandatory requirement, prompting the Transport Department to begin strict enforcement.
To facilitate implementation across Maharashtra, the state has been divided into three operational zones, with Rosmerta Technologies, Real Industries, and FTA HSRP Solutions appointed as the authorised agencies for manufacturing and installing HSRP number plates.
“Enforcement against vehicles without High Security Registration Plates (HSRP) has commenced following the expiry of the deadline. A penalty of ₹1,000 will be imposed under the Motor Vehicles Act on vehicles not fitted with HSRP. Additionally, services such as transfer of ownership, hypothecation, re-registration, vehicle modification approvals and permit renewals have been suspended for non-compliant vehicles. However, vehicle owners who registered for HSRP and secured an appointment before June 30 will not face immediate penal action,” said Swapnil Bhosale, Deputy Regional Transport Officer, Pune.
The department has also clarified that the requirement to install HSRP has not been made mandatory for the renewal of a vehicle’s fitness certificate.
Vehicle owners who registered before the deadline but are facing issues related to appointment scheduling or installation have been advised to submit their complaints to [email protected].
The prescribed HSRP charges are ₹450 for two-wheelers, ₹500 for three-wheelers and ₹745 for cars as well as light, medium and heavy commercial vehicles. These charges include the cost of fitting the number plate, while GST will be applicable separately.
The Transport Department has urged all eligible vehicle owners who have not yet applied for HSRP to complete the process at the earliest to avoid penalties and disruption of essential RTO services.
