New Delhi, 20th June 2025: In a significant move aimed at tightening the tax identification system and curbing misuse, the Central Board of Direct Taxes (CBDT) is set to make Aadhaar card mandatory for obtaining a PAN card from July 1, 2025. Individuals seeking to apply for a new PAN card will no longer be able to use alternate documents for identity proof and must furnish a valid Aadhaar number.

According to government sources, the decision comes in the wake of rising instances where a single person was found to possess multiple PAN cards or use them to evade taxes. Making Aadhaar compulsory aims to curb such fraudulent practices and streamline the tax system.

PAN-Aadhaar Linking Deadline Extended Till December 31

In addition to the new mandate, the CBDT has also reiterated that existing PAN cardholders must link their PAN with Aadhaar by December 31, 2025. Failing to do so will result in penalties, although the exact amount of the fine has not yet been disclosed.

What Will Change from July 1?

As of now, documents like voter ID, passport, or driving licence are accepted to validate name, date of birth, and identity while applying for a PAN card. However, from July 1 onwards, Aadhaar will be the only valid document accepted for new PAN card applications.

How to Link Aadhaar with PAN: Step-by-Step Guide

For those who haven’t yet linked their Aadhaar with PAN, the Income Tax Department provides an easy method via its e-filing website:

  1. Visit the official Income Tax e-filing website.
  2. Click on the “Link Aadhaar” option on the homepage.
  3. Enter your PAN number and Aadhaar number.
  4. Enter your registered mobile number (linked with both Aadhaar and PAN).
  5. Check the box: I agree to validate my Aadhaar details with UIDAI.
  6. Submit the request. A confirmation message will appear: “PAN has been linked successfully.”

Government Urges Citizens to Act Promptly

The Income Tax Department has urged all PAN cardholders to link their Aadhaar as early as possible to avoid last-minute rush and penalties. “This is an essential step toward creating a robust and tamper-proof taxpayer identification system,” a senior official said.
