Pune: PCMC Launches ‘My Property, My Assessment’ Scheme To Give 5% Discount On Property Tax

Pimpri, 6th May 2022: Most of the newly built properties in Pimpri Chinchwad city have not been taxed due to the outbreak of the Coronavirus disease (COVID19) pandemic. It is necessary to increase the financial income of the corporation after the period of corona contagion.

Pimpri Chinchwad Municipal Corporation (PCMC) has formulated a policy to levy tax on properties that have not been taxed.

Commissioner and Administrator Rajesh Patil informed that “New or incremental construction properties in the municipal area which have not yet been taxed, if the property owner voluntarily applies for registration of constructions for the taxation of such property, then such citizens will be given incentive and 5 percent discount in tax by the PCMC.”

“Although the scheme was implemented last year, the next phase of the scheme has been implemented. An important revolutionary step in this plan is to take it to the final stage by self-assessment. In a democracy, it is important to involve the people in any process.”

 

Patil said that this is an important attempt to achieve the great goal of making the administrative system responsive and dynamic by believing in the conscience of the people.

Property tax is a source of income for civic bodies. Property tax provides revenue to the corporation for all the services it offers to the people. It is a major source of income for municipal corporations. Owners of immovable property are therefore required to pay tax on the taxable value and if the property tax is not paid, legal action may be taken to recover the payment.

 

Buildings and lands under PCMC are taxed as per Maharashtra Municipal Corporation Act. Also, under Rule 7 (1) of Schedule D Chapter 8, the taxable value of the property is fixed at the prevailing rate per square foot in that financial year. At present, it has been observed that many new constructions have taken place in the Pimpri Chinchwad Municipal Corporation area during the Corona period, such property needs to be taxed.

To expedite the process in the administrative system and register the citizens’ property, the scheme “My Property, My Assessment” is being implemented by the PCMC.

 

It is seen that properties are not registered as citizens do not know how much and how the tax is levied. Therefore, the corporation suffers in the form of poor tax collection. The “My Property, My Assessment” scheme will be useful to prevent such losses and to create awareness among the citizens about paying taxes. With this scheme, the taxpayer will be able to assess his property in an easy, simple, and straightforward manner.

After paying this tax, a physical survey is done by PCMC, and based on that survey tax is levied as per the relevant application. The Municipal Corporation is taking a revolutionary step to avoid delays in this system. The scheme will be piloted from May to June.

 

If the property owner of the non-taxable property is applying on the PCMC website or for self-registration, then in the case of new taxable property as per the provisions of section 140 of the Maharashtra Municipal Corporation Act to encourage such property owner/citizen in the year in which taxation will be maintained. The general tax in the current tax bill of that financial year will be reduced by 5% for the first year subject to the terms and conditions.

 

In this, the property owner is required to submit the required documents related to taxation by applying for the registration of tax at www.pcmcindia.gov.in. This service will enable any taxpayer or citizen to register their new property, change of property, or change of usage. Once the change is recorded by the taxpayer, it will be easier to pay the tax. This income will also be recorded in the tax assessment register of the corporation. This will probably be the first venture in the country.

The main task of the property tax department is to assess the property and collect the tax. As this department is citizen-centred, it depends entirely on the cooperation and participation of the citizens. To provide more convenient facilities, the property tax department is constantly providing new opportunities to the citizens.

How To Pay Property Tax Under PCMC

 

The property owner himself has to apply for property tax registration. To do this, click on the “Citizens” tab on the Pimpri Chinchwad

Municipal Corporation’s website www.pcmcindia.gov.in and open the “My Property, My Assessment” page. After that, select the “New Assessment” option. The entire form is to be filled in “Self Assessment of Property Tax” in which citizens need to fill in the property holder’s name, Aadhar number, PAN, mobile, email ID, survey number, plot number and building number, location identification, premises name, pin code, etc. and click on “same as above”.

 

 

 

Next, click on the “Yes or No” option in the Parking Area option, specifying the type of property. Also, the use of properties, type of construction, area, square foot, etc. along with the details are to be added by filling in the information like feet, annual rate, annual rateable value, and date of commencement of use of the property as per the document. After clicking on the temporary property tax and pressing the next button, the application will be filled.

 

 

 

After filling out the application, a special notice is issued by mail through the tax collection department of the corporation. If special notice is accepted then tax is accepted and payment option comes. The application number is the temporary property id. After completing the administrative process through the concerned department, a new property id is given. If the tax assessment is invalid, a further hearing process is carried out.
