Pune: PMRDA Secures Third Rank in CM’s 100 Days Action Plan for Excellence in Citizen Services

Pune, 16th May 2025: The Pune Metropolitan Region Development Authority (PMRDA) has clinched the third position in the Chief Minister’s 100 Days Action Plan, a statewide initiative aimed at evaluating the performance of public sector bodies across Maharashtra. The recognition comes in light of PMRDA’s significant strides in improving citizen services, administrative efficiency, and the use of technology for governance.
In the final assessment conducted by the Quality Council of India (QCI)—the central government’s premier evaluating agency—PMRDA scored an impressive 76.02 out of 100. The announcement was made by Chief Minister Devendra Fadnavis on Friday.
PMRDA ranked just behind the Slum Rehabilitation Authority, which topped the list with 82.16 points, and the Maharashtra State Power Generation Company (MahaGenco), which secured second place with 77.19 points. The Maharashtra Energy Development Agency (MEDA) and Maharashtra Industrial Development Corporation (MIDC) took the fourth and fifth positions respectively.
This second phase of the Chief Minister’s 100 Days Action Plan evaluated 95 government, semi-government organizations, and corporations on ten key parameters. These included citizen interface, administrative innovation, digital governance, grievance redressal, cleanliness, and infrastructure development.
Key Initiatives and Achievements
PMRDA’s score was a reflection of multiple citizen-focused and technologically innovative initiatives:
A user-friendly, responsive website and digitized RTS (Right to Services) delivery
Clean, visitor-friendly office spaces with proper sanitation and drinking water
Implementation of BPMS (Building Permission Management System) for faster construction permits
Use of artificial intelligence for handling suggestions and objections in town planning
Drone surveys for accurate and transparent development planning
Launch of infrastructure projects worth ₹31,000 crore to drive industrial growth
Pioneering pollution control from the origin to the confluence of rivers
Establishment of PDRF (Pune Disaster Response Force), a first-of-its-kind independent disaster response unit in the state
Creation of a Geoportal integrating services like land records, encroachment removal, construction approvals, and development plans
Integration of Digital Twin Technology to enhance internal operations and monitoring systems
Speaking on the achievement, Dr. Yogesh Mhase, Metropolitan Commissioner and CEO of PMRDA, said: “This is a proud moment for PMRDA. Looking Ahead
The evaluation by the QCI was based on holistic criteria such as website quality, communication with central and state governments, grievance redressal mechanisms, cleanliness and visitor facilities in offices, AI integration, judicial and service matters, and promotion of financial and industrial investment.
